No FFL is required to purchase these lower receivers under federal law. These 9mm 80% lower receivers are not considered firearms and are compliant with the Gun Control Act of 1968. They're not classified as a firearm as defined in 18 U.S.C. 921(a)(3). That means (in most cases) we can ship your lower straight to your front door. You don't have to pay any special taxes and fees to the government, deal with an FFL, or jump through any hoops.
