AR15 80 Lower
The AR15 80 Lower is a crucial part of any AR15 build. An AR15 80 lower receiver provides the builder an opportunity to complete their own custom AR-15 rifle or pistol without any paperwork or FFL (Federal Firearm License) transfer. By definition of the law, an 80% lower receiver is NOT considered a firearm since it is not 100% completed.
Not Considered a Firearm
The 80% lower is a foundational piece of any custom AR15 build. The AR-15 80% lower itself is the key to building not only a custom rifle or pistol, but also the route to build an AR-type platform WITHOUT an FFL (Federal Firearm License) transfer or paperwork, under federal law. According to the ATF and federal law, the 80% lower is not considered a firearm since it is only partially fabricated. The 80% lower requires the builder to finish the last 20% of millwork resulting in a 100% completed stripped lower receiver. This is accomplished with the help of an AR15 Jig – providing the builder with templates, depth guides, sidewalls, and drill bits as a fool-proof completion method.
What is an AR-15 Lower?
The AR-15 lower is the only part of the rifle or pistol considered a firearm. Even though it doesn't host a barrel and does not necessarily come with a trigger, hammer, safety, or other components (they're installed separately) it is still the component that is considered a gun by the ATF. For this reason, all other parts of the AR-15 can be purchased piecemeal, without the need for an FFL, paperwork, or special transfer. One can fabricate an AR-15 lower using an 80% unit, purchase an upper receiver or AR-15 parts kit, and assemble their new rifle or pistol at home.
